Because a Frontier fare cannot be compared like for like against anyone else’s until somebody adds it up. It is an ultra-low-cost carrier: the fare buys the seat, and checked bags, seat assignment and even the carry-on are charged on top. An agent prices it with the bags you are actually taking and puts that total next to a full-service airline for the same trip.
Frontier is an ultra-low-cost carrier, and understanding what that means is most of the value in booking it through a person. The headline fare buys a seat and very little else: bags are extra, seat assignment is extra, and on Frontier even the carry-on is charged separately from the personal item. The other reason to call is everything a search box cannot do. If the itinerary is complicated — several cities, an open jaw, a long stopover — someone has to check that it genuinely connects rather than only looking like it does.
